Todd Meier's background includes distinguished service in both the public and private sectors. Before being elected Mayor in 2011, Todd served as a member of the Addison City Council and as vice chairman of the Town's Planning and Zoning Committee.

Todd is currently serving as  President of the Metroplex Mayor's Association, and is a graduate of Leadership Dallas, Citizens Academy of Addison, and Leadership Metrocrest. His recent civic involvement includes the Addison Business Association, Addison Advocates, Greenhill School Investment Committee, Addison Arbor Foundation, Metrocrest Social Services Board of Directors, State Fair of Texas Board of Directors, Salesmanship Club of Dallas, and the HP Byron Nelson Championship.

Currently an attorney with Shackelford, Melton & McKinley, LLP in Dallas, Todd counsels clients in the automobile, technology, manufacturing, financial services, commodities, and service industries. He is a litigator as well as working with individuals and businesses on transactional and operational matters.  He is a former assistant district attorney for Dallas County, where he tried more than 300 jury trials during his tenure. Todd is a member of the State Bar of Texas, Dallas Bar Association, and Fellows of the Texas Bar Foundation.

Todd's distinguished business career included serving as president and general manager of Rodger Meier Cadillac, Meier Oldsmobile, and Meier Infiniti, one of the most successful and well-known auto dealership groups in Dallas. As head of a private investment firm he founded in 1998, Todd reviews, analyzes, and performs due diligence on investment prospects and assists in transactions involving start-up businesses to mid-size private equity investments.

Todd earned his law degree from Southern Methodist University and undergraduate degree from Washington University in St. Louis. Todd's family includes: son Brennan, a trial lawyer with Akin Gump, Daughter in law Elizabeth partner of tech startup GlamGrab, all around cool grandson Wesley, daughter Mackenzie a recent Wake Forest Master's degree graduate now working as a business analyst at PWC and long time sweetheart Nelly Garcia.  In his free time, Todd enjoys exercising at the Addison Fitness Center.

Blake Clemens

Blake Clemens has lived in Addison for 16 years. He has been in corporate real estate (mergers & acquisitions) his entire career (Travelers Real Estate Investment Dept., Bank of America, McNeil Capital, and CEO of Crosson & Dannis Real Estate Strategies) and for the last few years has been with the Division of Resolutions and Receiverships at the FDIC. Mr. Clemens graduated from Albion College with a Bachelor of Arts in Economics. Blake and Jeannie have been married for 17 years and have 2 boys; Collier (22 yrs) and Logan (20 yrs).

Janelle Moore

Janelle Moore consults with private practice physicians from small offices to large physician networks, focusing on business development. During this time of great change in the healthcare industry, Janelle helps physicians develop office strategies that stay within time and budget constraints, for both startups and established medical practices.

Turning her attention to the civic health of the City of Addison, Janelle successfully ran for Addison City Council in May 2012. She works with the Mayor, fellow City Council members, the City Manager and Town staff to oversee Addison’s $106 million budget.  She contributes to the economic development of the City by working with the Mayor and Director of Economic Development to reach out to small businesses and large corporations to relocate, expand and thrive in Addison.

She currently serves as the Council Liaison and Board Member for the North Dallas Chamber of Commerce, the Dallas Regional Chamber of Commerce, and the World Affairs Council. She also Chairs the ZIP Code project and serves as Council to the Town of Addison Health Benefits Committee.

Prior to being elected to City Council, Janelle served on the Addison Bond Advisory Committee, and the Addison Airport Bond Subcommittee, helping define and craft the successful Bond packages, which were approved by Addison voters in May 2012. As a homeowner in Addison for more than a decade, Janelle has participated in and served on the Board of Directors of the Grand Addison HOA as well as membership and supporter of the Addison Arbor Foundation, the Addison Water Tower Theater, and WOW!, Women of WaterTower Theater.  Janelle is also the recipient of the Metrocrest Chamber’s Rising Star Award.

Janelle also uses her 14 years of experience in the medical field to assist various medical charities. Her charitable work includes medical missionary trips to Ateiku, Ghana, in West Africa to initiate the Eco-Filtrete Water Filter program, and serving as fundraising chair for a new hospital.  Janelle also served twice as a team leader with Helping Hands Medical Mission trips to El Salvador.

Janelle has an Executive Masters of Business Administration from the University of Texas at Dallas, a Bachelor of Communications and Marketing from the University of North Texas, and is a proud graduate of Ursuline Academy in Dallas.

Bruce Arfsten

Bruce Arfsten has lived in Addison since 2003 and moved to North Texas in 1990 from Oklahoma City. Since 1993, he has been actively selling residential real estate in the Dallas/Fort Worth market including several years in new home sales. He worked in the residential division of Henry S. Miller until its acquisition by Coldwell Banker and is currently with the RE/MAX Premier office in North Dallas. Prior to his real estate career, Bruce spent seven years in hospitality management in Oklahoma and Texas.

Bruce enjoys living in Addison Place subdivision, adjacent to North Addison Park where he takes his yellow Labrador Retriever, Zoe, for her daily walk(s). He also enjoys flying, photography, and golf.

Chris DeFrancisco

Chris was raised in a suburb of Philadelphia and is a graduate of the University of Alabama receiving a Bachelor of Science degree in finance. He has been in the banking industry almost his entire career as a Commercial Banker serving mid-market companies in a variety of industries. Chris is currently an Executive Vice President at PlainsCapital Bank.

As a 2004 Addison Citizen Academy graduate, Chris is a founding member of the Addison Midday Rotary Club, an active member of Saint Rita parish, coaches soccer and softball through the Town North YMCA, served as a 2004 - 2006 Board Member of Shakespeare Dallas, is a graduate of Metrocrest Leadership Class 22, served as Vice Chairman of the Planning and Zoning Commission for the Town of Addison 2009 - 2011, and is currently attending the Southwestern Graduate School of Banking at SMU.

Chris and his wife Sarah have two daughters Mary (11) and Anna (8). Chris and his family have been residents of Addison for 14 years.

David Heape

David Heape is a lifelong local, born and raised in North Dallas and a graduate of Trinity Christian Academy in Addison.  While at Baylor University, he earned a BBA with a double major in Marketing and Entrepreneurship (Addison Treehouse Partnership). Following Baylor, David earned an MBA while working and studying abroad at the Rotterdam School of Management in The Netherlands.

Prior to City Council, David served on the Bond Advisory Committee and is a proud graduate of Addison Citizen Academy.  Currently, David is the Education liaison to Addison’s three schools:  Bush, Greenhill, and TCA.  In addition, he serves as Technology liaison, supporting staff with the rollout of Addison’s new website.  Formerly a resident of Addison Circle, today David lives and owns investment property in the Les Lacs neighborhood.  

David owns and operates a residential real estate business, The Heape Realty Group at Keller Williams. A lover of writing and technology, David hosts a portfolio of websites including his hyperlocal blog, MrAddison.com.  

Mary Carpenter

Mary grew up in Dallas, attending Hillcrest High School. She graduated from Texas Tech University with honors. She then lived four years in Germany as an Army Officer's wife. She then raised and supported her three successful sons as a single mother in Dallas, retiring from Bank One where she was a professional in Human Resources in recruiting, benefits and compensation.

She moved to Addison in 2004 and became active in the Town. She served four years on the Board of the Addison Arbor Foundation as Education Chair, was on Project Committee to form the Community Garden, served on the 2012 Bond Advisory Committee, the 2012 Bond PAC, Citizen Academy graduate, 2013 Board of Zoning Adjustment, 2013 Addison CARES founding member, member of Women of Water Tower (W.O.W.), and has volunteered for Rotary and Addison Legacy Foundation events. She has been married 5 years to her wonderful husband Tony Carpenter, who is in the scientific instrument business.
